A panel upgrade is the most-quoted electrical job in Barrie and the one where quotes vary most wildly. We have seen the same house quoted at $1,600 and $5,200 in the same week. Neither number was fraudulent — they were quoting different jobs, and the homeowner could not tell.
This guide is the version we would want if we were the one collecting quotes.
The short answer
For a typical Barrie detached home in 2026:

Those figures include the ESA permit, which runs $120–$300 and should never appear as a surprise line on the invoice.
Why the range is so wide
Four things move the number, and only one of them is visible from the driveway.
Overhead versus underground. An overhead service means a mast through the roof, a weatherhead, and a drip loop where the utility conductor lands. All of it is being replaced, and some of it involves working at height on a roof. Underground services — standard in Ardagh Bluffs, Innis-Shore, Holly, and most Barrie building after roughly 1990 — skip that entirely. This one factor is worth $700 or more.
What is behind the panel. Opening a 1958 panel in Letitia Heights frequently reveals ungrounded two-wire branch circuits, cloth-insulated conductors that crumble when moved, and three or four circuits sharing a neutral in ways that were acceptable then and are not now. Every one of those has to be dealt with before the new panel is energised. A 1998 panel in Painswick has none of that.
Where the panel is going. Panels get relocated more often than people expect — out of a bedroom closet, off an exterior wall that has since been finished, up off a basement floor that floods. Relocating means extending every branch circuit, and that is a genuine cost, not padding.
Circuit count. A house with 18 circuits and a house with 34 are different days of work, because each conductor is individually re-terminated and labelled.
How to read a quote
Ask for these five things in writing. A contractor who will not put them in writing is telling you something.
- Is the ESA permit included, and what is the number? Not “we’ll take care of the permit” — the actual line item. It also means the work will be inspected, which is the entire point.
- New service size, and is the mast and meter base included? On an overhead service, a quote that omits the mast is not a quote for this job.
- How many circuits, and are AFCI or GFCI breakers included where the code now requires them? Arc-fault breakers cost real money — around $60–$90 each versus $12 for a standard one — and quoting a panel full of standard breakers is the most common way a quote gets artificially low.
- Who books the utility disconnect? In Barrie that is Alectra Utilities. In Innisfil and Stroud it is InnPower. In Oro-Medonte, Springwater and Midhurst it is Hydro One. A contractor who does not know which one your address is on has not done this in your area.
- What happens if they find something? The honest answer is “we stop and re-quote.” The answer to avoid is silence, because that becomes a variation on the final invoice.
What actually triggers the upgrade
Most people do not wake up wanting a new panel. One of five things happens.
The insurer writes. Usually about a Federal Pioneer Stab-Lok panel or a 60 amp service. Both are common in Barrie for the reasons in our housing stock map — the city built hard through exactly the wrong decades. The letter typically gives 30 to 90 days and asks for an ESA Certificate of Acceptance, which is the document you get when permitted work passes inspection.
Something is being added. An EV charger, a heat pump, a hot tub, an induction range, a basement apartment. Each carries a load calculation under Section 8 of the Canadian Electrical Code, and on 100 amps with electric water heating those calculations start failing quickly. Lights dim when a motor starts. The furnace blower, the well pump, the air conditioner in the first hot week of June. That is voltage drop under inrush and it means the service is working near its limit.
A breaker keeps tripping. Sometimes this is one overloaded circuit and a $250 fix. Sometimes it is a service that has run out of headroom. The distinction is worth an hour of diagnosis before you commit to $3,000.
The house is being sold. Buyers’ lawyers ask about permits. An unpermitted panel discovered during a condition period is a price negotiation you will lose.
When we tell people not to do it
Roughly one in five panel enquiries we take does not need a panel.
If you have a modern panel in good condition, 100 amps of service, gas heat, gas hot water, and no plans to add a large load, an upgrade buys you nothing you can use. Spend the money on the thing you were actually going to add and check the load calculation first.
If the complaint is one circuit tripping, that is a circuit problem. Adding service capacity does not fix a ground fault on the kitchen counter receptacles.
If the panel is full but the service is fine, a subpanel or a set of tandem breakers is often the answer — several hundred dollars rather than several thousand.
The permit question
We get asked whether the permit can be skipped to save the $200. Technically it is possible, in the sense that the work can physically be done. Here is what it costs you later.
The ESA Certificate of Acceptance is the proof that this work was inspected. Without it, the panel is undocumented work on your property. That shows up when you sell, when you claim on insurance after an electrical fire, and when a future contractor opens the panel and finds work no one will stand behind. It also means nobody independent ever checked the bonding, the grounding electrode, or the terminations on a device carrying 200 amps into your house.
The saving is $200. The exposure is the house.
Timeline
Booking to completion is typically two to four weeks, most of which is scheduling.
- Day 0 — site visit, load calculation, written quote.
- Days 1–3 — ESA notification filed, utility disconnect booked. Alectra typically schedules within a week or two; Hydro One in the rural townships runs longer, so Oro-Medonte and Springwater jobs need more lead time.
- Work day — power off around 8am, back on late afternoon. Have a plan for anything in a freezer.
- Days +2 to +7 — ESA inspection. Certificate of Acceptance issues once it passes.

One last thing about the cheapest quote
A $1,500 quote for a 200 amp overhead service upgrade in Barrie is not a bargain. At that price, something is missing — the permit, the mast, the arc-fault breakers, or the intention to actually finish. The uncomfortable version is that you find out which one after the power is already off and the old panel is already in a van.
Get three quotes. Ask the five questions. Take the middle one from whoever answered them without hesitating.
